Congressional GOP Embrace President's Proposal to Replace Affordable Care Act

American senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the longest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic lawmakers shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some observers indicated that the core of such a proposal would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
